In accordance with the General Guidelines for National Societies under the China Association for Science and Technology, the Provisional Measures for the Public Notification of Executive Appointments in National Societies (CAST Letter [2019] No. 183), and the International Hydrogen Fuel Cell Association (IHFCA) Constitution, and in line with the Association's operational plans, a written review was conducted on May 26, 2025, by the IHFCA. The review approved the proposal to nominate Mr. Hilton Ingram of Anglo American Platinum as an additional Vice Chairman of the International Hydrogen Fuel Cell Association.
The basic information of the proposed appointee is hereby published for public notice. The notice period is from May 28 to May 30, 2025 (3 working days).
Mr. Hilton Ingram
Hilton Ingram, based in London, leads Anglo American Platinum’s PGM sales, trading and market development activities globally. Prior to this, Hilton worked at De Beers for 17 years, in roles across the mining value chain, including processing, strategy, and mineral resource management, as well as technical assistant to the CEO of De Beers. Hilton then joined the Anglo American Group in 2011 as Head of Precious Metals Marketing and in 2017 was promoted to Executive Head of PGM Marketing, where he was instrumental in leading Anglo American Group’s journey from precious metals wholesaler to integrated miner-trader. In 2020 Hilton’s role was expanded to include responsibility for Anglo American Group’s marketing strategy across all its commodities. In 2024, Hilton relinquished his Anglo American Group responsibilities and became Executive Head of Marketing at Anglo American Platinum. Hilton has a BSC in Metallurgy and Materials Engineering, and a Master’s in Business Administration.
During the public notice period, any organization or individual with objections to the proposed appointment may submit written, signed feedback to the Secretariat of the International Hydrogen Fuel Cell Association.

关于国际氢能燃料电池协会第一届理事会拟任负责人人选公示
根据《中国科学技术协会全国学会组织通则》和《全国学会负责人任职前公示办法（试行）》（科协学函管字〔2019〕183号）和《国际氢能燃料电池协会章程》，结合协会业务部署，国际氢能燃料电池协会于2025年5月26日进行了函审，审议通过了“提名英美资源集团铂族金属市场营销执行总经理Hilton Ingram先生变更（增补）为国际氢能燃料电池协会副理事长人选”的提议。
现对增补的拟任负责人人选基本信息进行公示，公示时间为2025年5月28日—2025年5月30日（3个工作日）。
Hilton Ingram先生常驻伦敦，负责英美铂业公司全球铂族金属销售、贸易及市场开发业务。在此之前，希尔顿在戴比尔斯公司工作了17年，任职采矿价值链各环节职务，包括矿石加工、战略规划、矿产资源管理，以及担任戴比尔斯首席执行官技术助理。
2011年，Hilton加入英美资源集团，担任贵金属市场营销负责人，并于2017年升任铂族金属市场营销执行总经理，领导英美资源集团由传统贵金属批发商向综合矿产贸易企业转型，并在其中发挥了关键作用。
2020年，Hilton的工作延伸至负责英美资源集团全品类商品的市场战略。2024年，他卸任英美资源集团相关职责，专注担任英美铂业公司市场营销执行总经理。
Hilton Ingram先生拥有冶金与材料工程学士学位，并取得了工商管理硕士学位。
