In accordance with the General Guidelines for National Societies under the China Association for Science and Technology, the Provisional Measures for the Public Notification of Executive Appointments in National Societies (CAST Letter [2019] No. 183), and the Charter of the International Hydrogen Fuel Cell Association (IHFCA), and in line with the Association's operational plans, a written review was conducted on May 15, 2025, by the IHFCA. The review approved the proposal to nominate Mr. Li Yonglin of Sinopec Group as an additional Vice Chairman of the International Hydrogen Fuel Cell Association.
The basic information of the proposed appointee is hereby published for public notice. The notice period is from May 21 to May 28, 2025 (5 working days).

Mr. Li holds a Ph.D. and is a senior engineer of professor-level rank. His career includes the following key positions:

General Manager and Deputy Party Secretary, Beihai Refining & Chemical Co., Ltd. (since November 2011)
Party Secretary, Tianjin Petrochemical Company; Representative of Tianjin Branch of Sinopec Corp. (since October 2019)
Assistant President and General Manager of the Human Resources Department, and Director of the Party Organization Department of the Leading Party Members’ Group of Sinopec Group (since July 2020)

关于国际氢能燃料电池协会第一届理事会拟任负责人人选公示
根据《中国科学技术协会全国学会组织通则》和《全国学会负责人任职前公示办法（试行）》（科协学函管字〔2019〕183号）和《国际氢能燃料电池协会章程》，结合协会业务部署，国际氢能燃料电池协会于2025年5月15日进行了函审，审议通过了“提名中石化集团李永林先生增补为协会副理事长”的提议。
现对增补的拟任负责人人选基本信息进行公示，公示时间为2025年5月21日—2025年5月28日（5个工作日）。
李永林，中国石化集团公司党组成员、副总经理，股份公司高级副总裁。
李永林是正高级工程师，博士研究生毕业。2003年3月起任中国石化茂名分公司副经理；2009年7月起任北海炼油异地改造项目筹备组组长；2011年11月起任北海炼化有限责任公司总经理、党委副书记；2015年3月起任中国石化炼油事业部副主任（按部门正职管理）；2016年12月起任中国石化集团天津石化公司总经理、党委副书记，中国石化天津分公司总经理，中沙（天津）石化有限公司副董事长；2019年10月起任中国石化集团天津石化公司党委书记，中国石化天津分公司代表；2020年7月起任中国石化集团公司总经理助理兼人力资源部总经理、党组组织部部长；2020年11月起任中国石油化工集团有限公司党组成员、副总经理。2021年5月起任中国石化董事、高级副总裁。
