Proposed and led by Tongji University, the standard “Economic evaluation method for proton exchange membrane fuel cell cogeneration system” has passed the project establishment review in accordance with the relevant regulations of the IHFCA Standardization Working Directives. It has now been officially included in the International Hydrogen Fuel Cell Association's standard development plan, with the drafting task number: 2024-002.
Standard Development Background
The purpose of this standard is to develop a systematic and scientific economic evaluation method to accurately evaluate the economy of the proton exchange membrane fuel cell cogeneration system, unify the economic analysis indicators of the proton exchange membrane fuel cell cogeneration system in the industry, and provide a scientific basis for government departments and enterprises to design, invest and operate it, and thereby the application of proton exchange membrane fuel cell technology in cogeneration system is promoted, and the development of clean energy technology is promoted.
After years of research and development and application, fuel cell technology has gradually matured. Proton exchange membrane fuel cell cogeneration system, as a clean and efficient way of energy utilization, has shown good economic and environmental benefits in many application scenarios. Currently, the lack of unified economic evaluation standards in the market causes a certain uncertainty in the process of project investment and decision-making. Many countries are actively promoting the development of clean energy technology, and the formulation of relevant economic evaluation standards helps the nations and government to better formulate and implement incentive policies to promote the healthy development of the industry.
Standard Development Scope
This standard is applicable to the economic evaluation of proton exchange membrane fuel cell cogeneration systems. The specific scope of application includes content as following.
1. System Scale
This standard applies to small proton exchange membrane fuel cell cogeneration systems directly connected to DC grids, connected to AC grids through transfer switches, or connected to independent distribution systems in residential homes, small commercial facilities, and small industrial applications in urban, suburban, or rural areas under different geographical locations and environmental conditions.
2. Economic Indicators
This standard covers the main economic indicators throughout the lifecycle of proton exchange membrane fuel cell cogeneration systems, including system output, cost, policies and subsidies, market and demand, as well as environmental and social benefits.
3. Technical Requirements
This standard applies to the economic analysis of the entire process of designing, installing, operating, and maintaining small proton exchange membrane fuel cell CHP systems.
This standard covers the main economic indicators during the life cycle of the PEM fuel cell cogeneration system, which are mainly divided into system, cost, market and demand, and environmental and social indicators. The system indexes include energy efficiency and output, life and durability, etc. Cost indicators include initial investment, operation and maintenance, financial factors and other indicators. Market and demand indicators include energy market price indicators. Environmental and social benefit indicators include environmental benefit and social benefit indicators. According to the above indexes, the economic evaluation model of PEM fuel cell cogeneration system is established, and the evaluation method is finally formed through data collection, processing and calculation. The above process provides systematic and standardized guidance for the economic evaluation of proton exchange membrane fuel cell cogeneration system, and provides scientific basis for the design, investment and operation of government departments and enterprises.
