With the support of the Ministry of Finance and the Ministry of Industry and Information Technology, the International Hydrogen Fuel Cell Association (IHFCA), in collaboration with the United Nations Industrial Development Organization (UNIDO), launched the application for the comprehensive demonstration and application project of green hydrogen energy in renewable energy-rich areas of Ningdong, Dalian, and Shenyang. The conceptual phase of the project was approved in June 2023. Currently, the detailed implementation plan of the project has been preliminarily formulated. In order to further improve the detailed implementation plan and determine the demonstration content, Liu Heng, Senior Technical Advisor of the Energy Department of the UNIDO, international expert Eugenia Katsigris, and national experts appointed by the UNIDO for the project: Li Kaiguo, Second Supervisor of the China Automotive Engineering Society, former Chairman of China Automotive Engineering Research Institute, Yang Fuyuan, Dean and Professor of Tsinghua University School of Vehicles and Transportation, Hou Ming, Researcher and Doctoral Supervisor of the Fuel Cell Research Laboratory of Dalian Institute of Chemical Physics, Chinese Academy of Sciences, went to Ningdong, Shenyang, and Dalian from March 11 to 15, 2024, for discussions, research, and field investigations. Additionally, a content coordination seminar for the "Global Environment Facility (GEF) - China Green Hydrogen Comprehensive Demonstration and Application Project" was held in Beijing from March 21 to 22, 2024.
On March 11, the inspection team conducted field investigations at the Ningdong Energy and Chemical Industry Base. Accompanied by the leaders of the Ningdong Energy and Chemical Industry Base Management Committee and representatives of major project undertakings such as China Energy (Ningxia Ningdong) Green Hydrogen Energy Co., Ltd., the inspection team investigated projects such as the Qingshuiying Hydrogen Production Station, 120,000-kilowatt Hydrogen Production Photovoltaic Equipment, and Yongli Hydrogen Refueling Station, and held project workshop to deepen exchanges and understand the current situation and potential of green hydrogen industry development in Ningdong Base.

On March 13, in the Shenyang area , the inspection team investigated the implementation progress of the integration project of wind power off-grid energy storage and hydrogen production at the Huadian Tieling Clean Energy Base, and learned about the construction of the Xuantong Road Gas and Hydrogen refueling station of Shenyang Zhongyou Green Energy Development Co., Ltd. They also visited related enterprises such as Huatong Automobile Supply Chain Group. They engaged in in-depth exchanges with the leaders of the Dadong District People's Government of Shenyang City and representatives of various project undertakings to discuss the current situation of green hydrogen industry development, technological innovation capabilities, market demand, and other aspects in Shenyang demonstration zone.

On March 15, the inspection team went to Dalian, where they took a trial ride on the hydrogen fuel cell bus of FAW Coach (Dalian) Co., Ltd., and investigated facilities such as the Green Hydrogen Carbon Reduction Demonstration Project of Guochuang Hydrogen Technology Co., Ltd., Dalian Boiler Inspection Institute Hydrogen Energy Testing Center, and Haiming Road Hydrogen Refueling Station. Subsequently, they held project discussions with relevant leaders of Dalian Municipal People's Government, Jinpu New Area, Free Trade Zone, and representatives of project implementing units such as Guochuang Hydrogen Technology Co., Ltd., Dalian Clean Energy Group Co., Ltd., and Dalian Detai Holdings Co., Ltd., further clarified the demonstration content.

From March 21 to 22, the Global Environment Facility (GEF) - China Green Hydrogen Comprehensive Demonstration and Application Project Content Coordination Seminar was held at Beijing Railway Station. The meeting was chaired by Mr. Li Kaiguo, and Ms. Wang Ju, Secretary-General of the International Hydrogen Fuel Cell Association, attended the meeting. In addition to the research and inspection team, industry experts such as Fang Haifeng, Chief Expert of China Automotive Engineering Research Institute Co., Ltd., and Professor and Doctoral Supervisor Wang Xindong of Beijing University of Science and Technology, and He Guangli, Manager of Hydrogen Energy Technology Development Department of Beijing Low Carbon Clean Energy Research Institute, as well as representatives of project demonstration areas and enterprise representatives, attended the meeting.
The meeting mainly discussed the policies, standards, regulations, capacity building of the GEF-8 project, and the main tasks of the meeting exchange, and confirmed the project content with representatives of each demonstration area. Through in-depth discussions and coordination, all parties reached a consensus on how to better promote the development of China's green hydrogen industry and expressed their willingness to work together to promote the healthy development of the green hydrogen industry in China.

3月11日，考察团队深入宁东能源化工基地展开实地调研，在宁东能源化工基地管委会领导以及国能（宁夏宁东）绿氢能源有限公司等项目承接单位主要代表的陪同下，考察团队调研了清水营制氢站、12万千瓦制氢光伏设备、永利加氢站等项目，并进行了项目研讨会，深入交流，了解宁东基地的绿氢产业发展现状及潜力。

3月13日，在沈阳地区，考察团队调研了华电铁岭清洁能源基地风电离网储能制氢一体化项目实施进展，了解了沈阳中油绿能发展有限公司轩通路加油加氢站建设情况，同时也参观了华通汽车供应链集团等相关企业。并与沈阳市大东区人民政府领导及各项目承接实施单位代表展开深入交流，讨论了沈阳示范区绿氢产业发展现状、技术创新能力、市场需求等方面的情况。

3月15日，考察团队赴大连地区，试乘了大连氢锋客车有限公司的氢能燃料电池公交车，调研了国创氢能绿氢减碳示范项目、大连锅检院氢能检测中心以及海明路加氢站等设施。随后，与大连市人民政府相关领导、金普新区相关领导、自贸片区相关领导，以及国创氢能科技有限公司、大连洁净能源集团有限公司、大连德泰控股有限公司等项目实施单位代表进行项目研讨，明确了示范内容。

3月21-22日，全球环境基金（GEF）——中国绿氢综合示范应用项目内容对接研讨与协调会在北京铁道大厦召开。会议由李开国主持，国际氢能燃料电池协会秘书长王菊女士出席了会议，参与此次项目协调会的人员除了调研考察的团队外，中国汽车技术研究中心有限公司首席专家方海峰，北京科技大学教授、博士生导师王新东，北京低碳清洁能源研究院氢能技术开发部经理何广利等行业专家，以及项目各示范地区代表和企业代表出席了会议。
会议主要讨论了GEF-8项目的政策、标准和法规、以及能力建设与会议交流的主要任务；并分别与三个示范地区项目组代表进行项目内容的对接确认。 通过深入研讨和对接，各方就如何更好地推进中国绿氢产业发展达成了共识，并表示将共同努力，推动绿氢产业在中国的健康发展。
